Do you hit this same issue with a Mageia 7 beta 3 or 7 pre-RC install?

Did you update your Mageia 6.1?

I'm wondering whether your issue is caused by the circular dependency Martin talked about in bug #22620, comment #10

Which graphics controller have you selected for your VBox guest? VMSVGA does not give a working framebuffer, so neither the Plymouth bootsplash nor virtual ttys work.

Thanks, Martin! Poweroff and changing the graphics controller from vmsvga to VBoxVGA restored the virtual TTYs. I ran into another vbox issue here - https://twitter.com/shlomif/status/1127865571406680066 .
