Do you hit this same issue with a Mageia 7 beta 3 or 7 pre-RC install? Did you update your Mageia 6.1? I'm wondering whether your issue is caused by the circular dependency Martin talked about in bug #22620, comment #10 Keywords:

Poweroff and changing the graphics controller from vmsvga to VBoxVGA restored the virtual TTYs. I ran into another vbox issue here - https://twitter.com/shlomif/status/1127865571406680066 .
