Steps to Reproduce:
1. reboot system
2. journalctl | grep LOAD_HELPERS_ONLY

Expected behavior:
http://www.shorewall.net/pub/shorewall/5.2/shorewall-5.2.3/releasenotes.txt

Remove it from your shorewall.conf file.

Resolution: (none) => INVALID
Status: NEW => RESOLVED

This is a clean install and I would if I could.

# cd /etc/shorewall

[root@wb shorewall]# grep LOAD_HELPERS_ONLY *
[root@wb shorewall]# 

AND looking at those line numbers in the log:

# cat -n /etc/shorewall/shorewall.conf | grep 194
   194  MACLIST_TABLE=filter

# cat -n /etc/shorewall/shorewall.conf | grep 495
   495  MACLIST_TTL=

Resolution: INVALID => (none)
Status: RESOLVED => REOPENED
