This also now happen by installing Mageia 6 on my laptop. I choose Swedish as installer language and that's correct until I reach the installer summary and also when I login to Gnome shell for the first time, the keyboard is preset as en when it should be set to sv. Your initial report is a duplicate of bug 23877. As for Mageia 6 / GNOME, I've seen that occur occasionally (also in Cinnamon). If you use the drop down menu on the top panel, you can select the correct layout. Don't know what causes that. For me it is a quite rare occurrence. CC:
