Assigning to the registered maintainer.

I tried doing "git clone https://github.com/googlei18n/noto-fonts.git" to see whether it's a (still existing) upstream issue, but my connection is too bad

IINM they released version v2017-09-19-phase3-second last year.

Oops, it doesn't work like that, everything has the cloning time :-[
