Here's the update for Rust 1.27.0.

Some notes on packaging:
- There is no longer a cargo SRPM, cargo is now part of the main rust SRPM (and the cargo version now follows the rust version, i.e. cargo goes from 0.26.0 to 1.27.0).
- The rls-preview and rustfmt-preview subpackages have their own version number (resp. 0.127.0 and 0.6.1).
