after I executed onc again dnf upgrade without any issue:

I had time to read your report now. I can't find a bug in what happened!

I have the impression you don't know this wiki page
https://wiki.mageia.org/en/Using_DNF

Please read it :-)

First of all, if you want the dnf output in English, please use:

LANGUAGE=C

before the command, as told at the bottom of https://wiki.mageia.org/en/Using_DNF#Short_command_variants_of_common_commands

Second, when you ran "dnf repolist" you did see that the metadata were very old.

That should have made you refresh them, for instance with 

   dnf makecache

or using

   dnf upgrade --refresh

as explained here

and how could I see that?

 why is it necessary to refresh the dnf metadata? and what is the refreshing frequency? I never did that with urpmi, which always works fine
