/usr/bin/systemsettings5 exists and is executable.

Not only is the message uninformative as to why, but the prompt appears to render the panel unresponsive until it is dismissed.

The prompt occurs whether or not anything was changed, and changes applied while the dialog was open appear to "stick" correctly.

The error message only displays when System Settings is run from the panel icon.  /usr/bin/systemsettings5 is the actual executable for System Settings, and when run from the command line no error message appears.
