Description of problem:
Clean MGA6 install.
Bring up "System Settings" -> Workspace Theme -> Desktop Theme
Select "Get new Theme".
Select "Glassified", then "Install".
It says it is installed.
Go back to System Settings page and not available (i.e page not changed).
Is it installed and just not shown? or not installed?

How reproducible:
Every time

Steps to Reproduce:
1. System Settings
2. Workspace Theme -> Desktop Theme
3. Get new Theme
4. Select new theme and "Install"

The exact same console messages apply to what is being tried here as on 20645, and that was reported before.
