It seems it is auto-login that makes the difference on the Live system. Logging out and in again triggers the bug. Similarly, set the installed system to auto-login and there's no sign of trouble. Sometimes it occurs before the desktop is displayed, sometimes it is delayed long enough to let you briefly use the desktop. It also doesn't occur when running a Live system, but does occur on a system installed from the Live DVD. I've not yet managed to isolate what makes the difference in these two cases.
