How reproducible: always


Steps to Reproduce:
1. clean Xfce DE only, select all package groups in Workstation and Server
   groups from Mageia-6-x86_64-DVD.iso
2. reboot, install all updates
3. ssh 
4. journalctl  --no-hostname | grep lastlog

Workaround:
  as root, touch /var/log/lastlog

That's just a warning because expected file doesn't exist, without any side effect. I don't really consider it a bug, and even less an openssh bug...
