Description of problem:

The fontconfig file for Microsoft loads in Microsoft fonts SimSum and MingLiu for Chinese.  This is incorrect as MS has some perfectly good SansSerif fonts, and in any case the system should fall back on non-MS Sans fonts

Steps to Reproduce: 

1) use drakfont to load in MS fonts
2) look at Chinese environment and all of the English letters sans fonts have serif

That's corrected /usr/share/fontconfig/conf.avail/65-nonlatin.conf
