Description of problem: chrony requires timepps.h to compile itself with the pps api. I had requested this a few years ago but nothing has happened, and am now reminding Mageia of the desirability of including this. https://www.rpmfind.net/linux/RPM/fedora/devel/rawhide/i386/p/pps-tools-0-0.13.20120407git0deb9c.fc26.i686.html

The inclusion of this package allows chrony to use PPS which gives clock accuracy of 10s of nanoseconds rather than 10s of milliseconds.
