Can you please give a little summary of what the application does, and give the link to upstream?

RetroArch is a modular emulation system, that is multi-patform. Not all RetroArch modules deal with Emulation.

The libretro organization covers three projects that each complement one another:

    Libretro
The application library which programs get ported to.
    RetroArch
The frontend application which runs programs ported to libretro.

RetroArch supports some emulation platforms like the Sharp X68000 not supported by Mednafen or other emulators.

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes.

(1.5.1 is about to be released, btw)
