When running a GNOME Wayland session with desktop icons enabled, itâs impossible to drag file icons from desktop background to drop them into a window. Instead, the icon is dropped on the desktop background through the window.

Although, you can drop your dragged icon to another folder or to the trash, but only if they are on the desktop background too.

Dragging a file icon from a Nautilus window onto the desktop background is possible too.

The bug is still there with a GNOME 3.24 stack.
