Description of problem:
The last version 3.0.12 of freeradius fixes several bugs an adds minor feature improvements e.g. support for EAP-FAST or an updated OpenSSL vulnerability list. 
Therefore it must be used with a version of OpenSSL released after September 20, 2016. As Mageia Cauldron uses OpenSSL 1.0.2j (released 2016-Sep-26) I would expect no problems.

I will attach a patch to the last spec version of freeradius-3.0.11. So far I did only a compile and build test of the srpm.
