Steps to Reproduce:
1. Set timezone to 'Asia/Novosibirsk' and time _after_ 24.07.2016 03:00 NOVT
2. See `date +%:::z`
3. Check that output *should* be +07 *instead* of +06

Updated timezone package available in core/updates_testing.  It will ship with the PHP 5.6.24 update.

Confirm receiving update with 2016f timezone data.
