Do you have an ntp server listed in /etc/ntp/step-tickers?  If not, this bug is INVALID.

$ cat /etc/ntp/step-tickers
0.us.pool.ntp.org
1.us.pool.ntp.org
2.us.pool.ntp.org

indicates it contains the values set by me during install phase.

Going to guess I caught to message between the time I had disabled ipv6 on the system and configured /etc/ntp.conf to not use localhost ipv6.
