Description of problem:

6_s1: Unable to create Plasma ~/.local/share/applications autostart link in a new account.

Version-Release number of selected component (if applicable):


How reproducible: Always


Steps to Reproduce:
1. Create a new user test account, say, junk
2. log into junk, click up a terminal
3. systemsettings5->Workspace Desktop->Startup and Shutdown->Autostart
4. Click Add Script... button
5. click Open file dialog icon
6. click Root folder (left side) then bin folder and pick any file

Note error pop up about unable to create link in /home/junk/.local/share/applications 

Now    click up a terminal
       mkdir -p $HOME/.local/share/applications

note that the pop up disappears and a second create autostart link works without the pop up.

Be sure to remove/delete your autostart links.

The problem shows up when you have set Oxygen as the desktop theme.
