Description of problem: network manager detects 3g modem but asks to check sim card but this device  Bus 004 Device 002: ID 413c:8136 Dell Computer Corp. Wireless 5520 Cingular Mobile Broadband (3G HSDPA) Minicard Diagnostics Port

does not have a sim card port.device shown as ppp0 asks for sim pin as well. 
is there a patch or mageia instructions on setting these devices without sim cards

Maybe the journal files give a clue about where it goes wrong.

Please attach journalctl.txt that is the result of running (as root)

   journalctl -ab > journalctl.txt

until after you've been asked to check the sim card / asked for a sim pin
