__Preamble:

In some file browsers there can be a a list of links to folders, some that the user have set up by dragging them there from the file browser pane.

Such functionality also exist in file dialogs that some programs launch in response to open or save commands by the user.


__Problem: 
Not same encoding is used by all programs -> links do not work

This happens here for directories that use swedish characters

System is localised sweden, swedish

__Example:

The swedish name for users download folder is "Hämtningar"
In dolphin i drag that to qick link pane at left, and it works in dolphin.

Now launch Okular, open file dialog and click that link: does not work

Still in Okular make a ned folder, say "Här", and drag it to the link pane.
That link works in Okular but not in dolphin.


__Repeatable:
In both fresh install + curent updates, and
old system upgraded from mga5 + current updates

Konqueror and file dialog opened by i.e Okular can use each others links.
