locale sub package definitions should be more streamlined, using templates (see: libreoffice).

We could get inspiration from Fedora:
http://pkgs.fedoraproject.org/cgit/rpms/glibc.git/commit/?id=9edc2b688b4e009d0c56e14f3c7176823cec60d0

We would need to:
- adjust to our group policy,
- add our %post(un) scriptlets,
- keep our translations,
- ... 

That would greatly simplify our spec file (locales.spec is nearly 5k lines long whereas FC's glibc.spec is only 2K lines long (w/o the changelog, including the glibc bits)

yeah, I've been thinking of simplifying the locales.spec, but I wont merge it with glibc.spec as I want to keep the possibility to fix locales without having tp push a new glibc build that requires a system restart on endusers

It's not often it happends, but I want to keep the option available...

But I will postpone that for post mga6 as we have more important things to fix
