Description of problem:

Cold start GUI root login gives a red desktop with a xmessage containing
Could not start D-Bus. Can you call qdbus.

No plasma controls available. Alt+space or right mouse click.

Steps to Reproduce:
1. clean network install
2. log into user account.
3. log out of user account and log into root.
