Takes two attempts to disable kwallet in Plasma failure is

Steps to Reproduce:
1. systemsettings5->Account Details->KDE Wallet
2.  unset Enable the KDE wallet subsystem

Workaround:    keep trying until Enter password screen pops up.

Looks like it might be, but the test environment is not the same as the original.
I saw migration messages in systemd that I did not see in the original install.

I'll resolve the bug for now.
