How reproducible:


Steps to Reproduce:
1. ssh into node from another system
2. mcc &
3. System->Manage users on system

create user checkit. enter Check It, checkit, junk_10 junk_10, click ok
# grep checkit /etc/group
checkit:x:1002:

# grep checkit /etc/gshadow
checkit:!!::

Note  :!!:
instead of checkit:!::

Workaround:  rm /etc/shadow.lock
according to bug 17095
