The KDE lock screen has a Start New Session button, which we instructors frequently make use of at work.  Often, this will cause the KDE4 Plasma desktop settings to be corrupted for the subsequent users to log in.  The most noticeable is the desktop containment settings get reset, but strangely, not to the defaults, but to an empty desktop containment (rather than the default Folder View) and a default background.  The panel settings will also be reset to the defaults.

FWIW, this also happens even when not using multiple users or new sessions, but on single-user machines intermittently but rarely. What usually happens is that a new activity is created which uses "default desktop" (or default workspace).

Did you try to report this directly upstream?

There's no point.  Plasma 4 is no longer supported upstream, and they close bugs filed for it.
