See ufdbguard update in bug 16734

When updated ufdbguard init script is restarting ufdb and failing due to it already running. It then shows with a status of stopped even though squid is still using it.

ufdbguard install/update should stop both services and restart both ufdb and squid, with ufdb starting first.

Yeah, I *think* "systemctl try-restart squid.service" *should* do the right thing.  I've added that in Cauldron.  We can try that in Mageia 5 once the existing update is pushed.

This will do the squid restart automatically when you install it.

Testing directions in Bug 16734.

The ufdbguard package has been updated to version 1.31-patch14, which fixes an
issue where it would need to be manually restarted if the connection queue was
