Description of problem:
freedv build fails due to a change in visibility of private symbols in the new version of sox.

The problem is explained in:
https://bugzilla.redhat.com/show_bug.cgi?id=1226939
Using the patch in the above bug report to re-build sox, freedv then builds against it without error.

I had to re-diff the patch to apply it so I will attach it here.

Can we update sox with this until such time as packages using sox are 'fixed' to cope with this?
