TBS makes a number of "modern" dvb-s/s2 cards which are very popular for vdr and mythtv because they have reasonably good linux support.

The drivers are proprietary and would probably be best handled via dkms.

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.
