Were you ever able to start wifi successfully in the installer?
Eg with previous versions or when asked for additional media at beginning of install?

Q1. Start WIFI in installer - no - didn't get the option
Q2. Was it there before. I suspect this has always been broken and I picked a different path on this machine when I unplugged the Ethernet cable and tested with WIFI only install (so not sure).

If you choose not to install updates does the installation finish successfully?
