Using madb http://mageia.madb.org/package/comparison/application/0

Shows Noggit in mga4 is higher version than noggit in cauldron which will cause problems with upgrades. There doesn't appear to be any epoch used.

This is a strange package.  This is one of the many unneeded Java packages imported long ago by gil (as told to me by dmorgan), but even stranger still is it wasn't in Fedora at the time.  During the Fedora 19 development cycle they finally imported it, at version 0.5.  Through Fedora 21, they still have that version.  Current Fedora 22 development has it updated to 0.6.  It's possible that this is even a different upstream than the one we had before.

Furthermore, this package is not required or BuildRequired by anything, so it should be dropped.

Actually it hasn't been yet.  You need to remove noggit-javadoc (subpackage) too.
