Description of problem:
Nothing can connect to MySQL except the command line. Not Navicat nor the MySQL Workbench nor any web sites, only bash. The errors being reported include

2013 - Lost connection to MySQL server at 'reading initial communication packet', system error: 0

2003 - Can't connect to MySQL server on 'localhost' (10061) and same for 127.0.0.1

and

Insufficient memory: cannot create MySQL handle using mysql_init()

skip-networking was in my.cnf

This shouldn't be allowed to creep in, as it has before. This is not a hardened distribution, or at least I don't think it i, so this setting is no applicable.

But I'm glad that's all it was!
