Newer versions of IceWM exist.
Now Mageia uses version...
   1.3.7

IceWM, on Sourceforge, has released,
a year ago, version...
   1.3.8

There is, also, this fork, on github
which seems to be active
(https://github.com/bbidulock/icewm).
On 1st of September, they have released their version...
   1.3.9

It was discussed on the mailing list somewhat shortly after 1.3.8 came out.  People had it packaged locally but it caused regressions so it wasn't committed.  I don't know the status of the fork.

Status update: mga6_s1 have 1.3.8, 
the fork released 1.3.12 on 17 Dec 2015

1.3.8 update was eventually committed in Cauldron.

Bug for the fork was filed at Bug 17473.
