libcapi20 as provided by current isdn4k-utils is far behind the current development. But maintaining isdn4k-utils is a pain due to it's dependencies. 

Debian has carved out "libcapi20-3 from the established isdnutils package for easier maintenance". I suggest following this!

* isdn4k-utils includes the new modular capi20-implementation since

* Current version of isdn4k-utils is 3.27 (tagged 2014-04-01)

* Debian has carved out "libcapi20-3 from the established
  isdnutils package for easier maintenance" into 
  <http://anonscm.debian.org/cgit/collab-maint/libcapi20.git>

  As of today, this it at version 3.27, too. Available for both
  unstable and testing.

* Debian source package info:

* Debian package tracker: <https://tracker.debian.org/pkg/libcapi20-3>
* Debian has 8238 installations.

* Fedora-Packages are available at

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.

Sorry, bugs@ml and pkg-bugs@ml members, for the avalanche.

72 bugs with the "New RPM package request" component, had a severity of "normal" or more, which can lead to losing precious time when searching Bugzilla for bugs that urgently need to get fixed

Now mass-changing that to "enhancement", as it should be for package requests.

ISDN is going to be abandoned by the telkos soon, and so is capi. No need for this package any more.

Last Mageia version with isdn4k packages was Mageia 7. Last project update/activity for libcapi20 was 9 years ago. Seems dead and abandoned.
