Description of problem:

installing net-tools-2.0-0.20140707git.1.mga5.x86_64.rpm from /var/cache/urpmi/rpms
[/usr/lib/tmpfiles.d/arp-ethers.conf:1] Unknown user 'arp-ethers'.

I also think the conf file could use a new line character.

fixed by removing the unnecessary tempfiles
%post eliminated, we don't need to start the arp service by default
