I DO see that you can lower the volume on the player yes, but alsa or pulseaudio should still keep the same volume level as I haven't touched any sound settings other than switching to speakers from headphones, but that's not realated to this issue.

Apart from missing volume applet, is this issue happens with all desktops or just MATE. Regarding to missing volume applet you should install mate-media-pulse or mate-media-gstreamer package depending on your backend choice. See https://wiki.mageia.org/en/Mageia_4_Errata#Mate for entry. CC:

tarakbumba Mageia 4 changed to end-of-life (EOL) status on 2015-09-19. It is is no longer maintained, which means that it will not receive any further security or bug fix updates.
