Description of problem:
Mageia MCC does not respect proxy settings, failing to connect to any repository configured if behind a restrictive firewall

Steps to Reproduce:
1. Install Mageia from CD/DVD
2. try to upgrade using MCC
3. watch the upgrade failing with no mirrors found errors

Feel free to correct me if I'm wrong, but this issue is a little more nuanced than you make it sound.  If you choose the mirrorlist as your media source, by default it will use rsync as the downloader, which doesn't use the proxy settings.  If you manually choose an http or ftp mirror instead, it should use curl or wget, which will use the proxy settings, and it should work just fine.
