Steps to Reproduce:
1. run kompozer
2. no i18n langpack and dictionaries

Solution:
merge kompozer with packages:
http://packages.mageialinux.ru/mageia3/SRPMS/kompozer-myspell-ru-0.8-0.b3.8.mga3.mrc.src.rpm
http://packages.mageialinux.ru/mageia3/SRPMS/kompozer-l10n-ru-0.8-0.b3.6.mga3.mrc.src.rpm
and add another Dictionaries and Language Packs from http://www.kompozer.net/download.php
