Something that you are installing needs a rebuild as it depends on a package that is probably updated. You now need to figure out which package needs a rebuild.. Priority:

Normal as ftp://distrib-coffee.ipsl.jussieu.fr/pub/linux/Mageia/distrib/3/x86_64/media/core/updates/librsvg-2.36.4-2.1.mga3.x86_64.rpm is available on updates_testing and your urpmi tells not it seems your updates repo is not available. @Sander: as this is a stable release this is not that a rebuild is needed but that medias are not well configured/enabled.
