Classic 4RC DVD 64 with either default MATE or default Cinnamon installations

MCC is hidden in the menu's. It should ideally be in the launcher bar or obvious in the menu.

No problem. For mate, mate-panel-1.6.1-6 fixes this problem; should be submitted by now.

The version of cinnamon which is in updates_testing also fixes this.  Should be submitted, and you can verify the fix by pulling the testing rpms.
