This is due to a kernel regression which affects kernels from 3.10.22 and 3.12.3. There is currently a patch for this in the kernel git repository, see discussion here:-

I can confirm the PCTV 290e nanostick works perfectly with kernel-desktop-3.10.25 x86-64. Many thanks.
