It seems that this feature:
http://tomcat.apache.org/tomcat-7.0-doc/manager-howto.html
is missed. Is that wanted or not.

To make it available (i don't know if it is the right way, but it works for me) i just copied the webapps dir from source package into the deploy dir (/var/lib/tomcat/webapps).

Mageia 3 changed to end-of-life (EOL) status 4 months ago.

If you can reproduce this bug against a currently maintained version of Mageia
please feel free to click on "Version" change it against that version of Mageia
