There is no MCC icon on KDE panel after installation.

I confirm, but this isn't a build problem with the DVD, as I have it on a network-install caukldron system from some weeks back that has been updated daily.  The MCC icon used to be next to the KDE System Settings icon, but is gone now.

Confirmed in build 3 September 5th. Valid live & classic

It is missing from the icon only task manager and also the main menu but can be started from cli.

Fixed in mageia-kde4-config-4-0.20130825.2.mga4.

It does not automatically fix it for existing users, but it can be verified when creating a new user.
