Description of problem:
zbarimg returns ERROR: Unable to access configuration file (delegates.mgk)
unless the graphicsmagick package is installed.

Steps to Reproduce:
1.install zbar
2.run 'zbarimg somegraphicfile.png'
3.recieve 'ERROR: Unable to access configuration file (delegates.mgk)'
4.install graphicsmagick 
5. now zbarimg works correctly

Mageia 3 changed to end-of-life (EOL) status 4 months ago.

If you can reproduce this bug against a currently maintained version of Mageia
