If you use urpmf when you don't have permission to read /etc/urpmi/urpmi.cfg then urpmf will simply output nothing, without giving any sort of error message.  Similarly, if you use urpmi when it can't read the config file, it will simply say it can't find the package you're looking for.  Further, neither "--verbose" nor "--debug" will show any problems in this situation.

That's not standard install settings though

Mageia 3 changed to end-of-life (EOL) status 4 months ago.
