Description of problem:
djvuthumbnail.so module that comes as a part of kdebase4-runtime package uses ddjvu utility to generate previews of djvu files.
This means kdebase4-runtime package should require (or suggest at least) djvulibre package that provides this utility.

Thanks for the report.
Fixed in mga3 with kdebase4-runtime-4.10.4-2.mga3 in updates_testing.
It will be part of upcoming update to KDE 4.10.5.
